I would like to condemn in the strongest of all terms the chaos that is currently surrounding and bedevilling the constitution-making process.
The entire process has substantially transformed into a farce. What the hell is really obtaining within Eric Matinenga’s ministry? Can someone tell me who is who in this constitution-making exercise? That such an exercise can be discharged with such gross intellectual incompetence smacks of a blatant violation of the basic tenets of logic.
Since the inception of this process the generality of Zimbabweans feel short-changed by the chameleon pace at which it is being implemented. It is a matter of public record that the process is already behind schedule and yet what he and Copac co-chairpersons tell us is that they have administrative problems. Why not wean the whole process to the civic society sector? This is a process that should be accorded top priority as it is going to usher in a dawn of a new era.
A lion’s share of state financial and material resources should find its way to this momentous exercise. I do not see this process being consummated timeously by virtue of this bickering and politicking. It is becoming clear that politicians cannot be trusted to author this document. Completion of the exercise is going to result in both presidential and parliamentary elections that will spell an end to the tenure of the incumbent Government of National Unity. That may pronounce the end of others' political careers.
Why appoint people from different political parties to gather the views of the citizens? Are we writing a political document here? For the record a bona fide and popular constitution will be premised on unwavering reforms on the following facets — revolving of executive powers, electoral and media reforms.
On a parting note I would like to make it unequivocally clear to Copac and Minister Matinenga to work expeditiously within acceptable timeframes and to beware that the masses will unceremoniously dismiss a piecemeal document.
Herbert Kazonda Bindura.
