However, reading recent press reports in which Youth and Indegenisation minister Saviour  Kasukuwere admits that the Zanu PF regime last year hired over 13 000 youths to prop-up its shattered and falling image –– who were still being paid –– one is left wondering who is running a parallel government structure.From what I have learnt from press reports, the Prime Minister’s office is being run by less than 10 people yet Zanu PF illegally recruited over 13 000 youths.It is no wonder that Public Service minister, Eliphas Mukonoweshuro has had to call for a civil service audit to fish out bogus civil servants in light of continued reports that there are ghost workers in the public service.It is a fact that Zanu PF, not the MDC-T is running a parallel government and this is one of the issues that should be raised by the MDC-T, not Zanu PF in the negotiations currently underway.
