Zimra success shields maladministration

RECENTLY splashed in the newspapers  was the news that our revenue collector, Zimbabwe Revenue Authority (Zimra), had broken it’s own records as far as tax collections are concerned. I beg to disagree.

This apparent success is not because the authority is run by a dedicated work force that is achieving results — far from it.The truth is that Zimra has the power to raid banks and loot company and personal accounts making it easy for it to cover up shortfalls where it is in arrears.

We all heard when it garnished the ailing City of Harare’s salary account despite the city being late in paying it’s workers. It behaves like a super power which always has its way and no one can stand up to it’s bullying tactics.

It’s new system at all points of entry into the country is already in shambles but it just rushes to punish importers yet some of the arrears are a result of it’s dysfunctional policies.

To prove Zimra is to blame for the chaos, try importing similar items in exact quantities  with someone else and you will be lucky to be charged the same duty. To make things worse, it makes no apologies for its blunders, but instead, beats its chest for excelling in a field where it has no competition.

I remember them  (Zimra) holding on to a mine’s duty-free equipment for more than six months a few years ago with the apparent  hope of beefing their coffers. So much from an organisation with no people at heart.
