Harare official under fire over workshops invite

His presence was questioned by Harare mayor Jacob Mafume, who challenged who had invited him given the position was no longer recognised.

A Harare City Council (HCC) official is under fire for allegedly inviting a former executive, whose position was scrapped by the government, to official workshops.

Acting head of policy, strategy, and grants, Amos Muguti, is at the centre of the controversy for reportedly extending invitations to Matthew Marara.

Marara’s role as executive assistant town clerk was formally abolished by the Ministry of Local Government, which also led to the cessation of his salary.

The dispute escalated recently when Marara attended a workshop in Mutare and introduced himself as the assistant town clerk.

His presence was questioned by Harare mayor Jacob Mafume, who challenged who had invited him given the position was no longer recognised.

According to sources within Town House, Marara has not been reporting for work but has continued to receive his salary.

Tensions reached a boiling point at a subsequent workshop in Kadoma, where Mafume reportedly dressed down Marara, who then allegedly attempted to manhandle the mayor.

An internal investigation revealed that Muguti was responsible for the invitations.

“It's true it has been found out… Muguti was the one inviting Marara,” a source at Town House revealed.

“Muguti is being accused of being a traitor as he has been getting favours from Marara, and management and councillors are not happy at all.”

Why invite someone who is no longer recognized? Let us also remember this is ratepayers' money.”

When contacted for comment, Muguti said he was driving.

He later did not answer his calls.

Mafume declined to comment saying he was out of the country.

“I will respond to the matter when I come back into the country; at the moment I can't comment,” he said.
