In a significant policy shift aimed at bolstering the ease of doing business, the Zimbabwean government has officially standardized Rural District Council (RDC) land development levies for the mining industry.
The move follows a persistent advocacy campaign by the Zimbabwe Mining Federation (ZMF) and was approved during the Thirteenth Cabinet sitting chaired by President Emmerson Mnangagwa.
The reforms, presented by Finance Minister Prof. Mthuli Ncube, stem from a July 2025 resolution to streamline operations across twelve economic sectors.
The primary objective of this review is to lower the cost of doing business, boost national competitiveness, and foster holistic growth within the Zimbabwean economy.
By standardizing RDC levies, the government has addressed the inconsistent and often prohibitive charges that previously varied by district, providing miners with much-needed predictability.
The Cabinet also noted that these fee adjustments are part of a broader modernization effort.
This includes the ongoing review of the Mines and Minerals Act, the drafting of a new Minerals Development Policy, and the full operationalization of the Mining Cadastre System—a digital platform designed to ensure transparent and efficient mining title management.
